What value is gained by differentiating between functions and instructions?
Sounds good to me. Although then we'll need to differentiate between instructions and functions in the stages.
fwiw we may need to introduce a docs/util folder sometime in the future as well, as I believe especially the graph drawing utils in docs/design/util/graphics.typ to be useful in proposals as well
